The Planning Board has now held three public forums to discuss the Vision Statement for the Master Plan. At each of these forums, the need for economic development has dominated the discussion. Residents explained that they want to see more opportunity for economic development in town to increase the Town's tax base and to create jobs for residents. The discussion then briefly turned to the need for more housing that is affordable to middle income families that would be the employees of these news business.
During the discussions, residents talked about the need to offer incentives to encourage appropriate businesses to locate in Wakefield. Those attending the forum also offered suggestions on what areas of Town would be suitable for business or light industrial uses. And there was a discussion about revolving loans funds and grant funding that might be available to provide incentives to businesses. There was also discussion about using historic structures, such as the old mill in Union, for business and light industrial purposes. The Planning Board and residents agreed that the Chamber of Commerce needed to be involved in the discussions on economic development.
The discussions then turned to other topics. There was a brief discussion on how residents comments and suggestions would be incorporated into the Master Plan. One resident stated there was a need to identify and map existing conservation easements, recreational areas, Town-owned lands, etc., as part of the Master Plan update. Another resident expressed concern about conflicts that might arise between different land use goals, such as water resource protection and increased light industrial uses. The residents raising these concerns learned that mapping projects and identifying and addressing possible conflicts will be part of the Master Plan process.
The Planning Board will hold the next two public forums at different locations so that it will be easier for residents to attend. The July 9th forum will be in Union at the Greater Wakefield Resource Center; the August 13th forum will be at the Fire Station in E. Wakefield. These forums will begin at 7 p.m.

Paul School Master Plan Project
At the invitation of the Planning Board, Patrick Troy, Principal of the Paul School, and Priscilla Colbath, School Board member, attended the May 14th Master Plan forum to discuss the possibility of developing a school project related to the Master Plan. Mr. Troy and Mrs. Colbath were excited by the proposal and thought it would be a great opportunity for 4th and 5th grade students to look at Wakefield's past, present and future.
Some general project ideas that included essays and artwork by the children were discussed and Mr. Troy and Mrs. Colbath agreed to return to the June 4th Planning Board meeting with a written plan for the project.
At the June 4th meeting, Mr. Troy told the Planning Board that he had met with the 4th grade teachers who suggested that a series of panels that would contain student essays and artwork that show how Wakefield came to be and what we want to become. The project would be called "Wakefield - a Walk from the Past into the Future". Mr. Troy suggested that this would be an on-going project beginning in September and ending on Pride Day 2010.

Vision Statement Discussions
The Vision Statement describes in general terms the desires of the citizens of town as related to future growth and development. The Vision Statement will briefly discuss the quality of life that citizens want to achieve or maintain. It will included guiding principles for natural resource protection, housing development, economic development activities, community facilities, cultural and historic resources, and more.
To date, the Planning Board has held three public forums to discuss the Master Plan Vision Statement - on April 9th, May 14th and June 11th. Discussions were directed by members of the public attending the forum and on April 9th and May 14th focused on job creation and economic development in the Town. Suggestions from the members of the public at those meetings included:

- Increase employment opportunities in Wakefield
- Pursue more businesses to create more jobs
- Create incentives to encourage businesses/industries to locate here (tax incentives, building construction, grant funding)
- Encourage business development along Rte 16
- Reuse historic structures for business and industry
- Encourage BOS to appoint a committee to look at economic development issues and to propose an economic development plan
- Develop a packet of materials to guide potential applicants through the permitting process
- Review existing zoning to possibly increase areas zoned for commercial and light industrial uses
- Commerce and industry can and should be off the highway and unobtrusive
- Encourage the Chamber of Commerce to become more involved in economic development issues
More people attended the June 11th meeting, and the Master Plan process and how the Master Plan is used to guide development were discussed in detail. There was more discussion about economic development, including the need to create incentives to attract businesses and to have housing that is affordable to the employees of these businesses. A discussion regarding protection of natural resources was also started at this meeting.
The Planning Board discussed forming a committee of residents to study economic development and related housing issues. That committee will eventually make recommendations to the Planning Board for inclusion in the Town's Master Plan update.

At the April 9th meeting, the Planning Board decided to hold Master Plan forums at locations other that Town Hall in order to make it easier for residents to attend. The next Master Plan public forum will be held at the Greater Wakefield Resource Center in Union on Thursday, July 9th and the August forum will be at the East Wakefield Fire Station on Thursday, August 13th. Both forums will begin at 7 p.m. So please plan to join us and share your ideas as we plan for Wakefield's future.

Welcome to the Wakefield Planning Board's blog. The blog is just one method the Planning Board will use to provide current information to residents about the Master Plan Update - 2009.
Postings to the blog will highlight discussions from recent Master Plan public forums. Dates and locations for Master Plan public forums will be posted here, as well as discussion topics for each forum. Occasionally, we will post polls (survey questions) that you can respond to online, and the results of the poll will be the subject of a future blog posting. And we'll post your photographs of those places and things that make Wakefield special to you.
In the near future -- that is, as we become more experienced at blogging -- we will add a feature that will allow residents to post comments to the blog.
